AS Eesti Raudtee sõlmis ühispakkujate Proxion Plan Oy ja Welado Oy-ga turvangusüsteemide kaasajastamise hankedokumentide ettevalmistamiseks ja sellele järgnevate projekteerimis- ja ehitushangete kontseptsiooni loomiseks lepingu.

Loodava dokumentatsiooni alusel on võimalik CCS-suurhanke läbiviimine ning tööde teostamine 5-aasta pikkuse perioodi jooksul. Aastatel 2020-2024 uuendatakse turvangusüsteeme AS Eesti Raudtee taristu viiel lõigul ja ligikaudu 50 jaamas. Uuendust ootavateks lõikudeks on Tallinn-Tapa, Tapa-Narva, Tapa-Tartu, Tartu-Valga ja Valga-Koidula. Ajakava näeb ette 2019. ja 2020. aastal ehitushangete ettevalmistuse ning 2020. aastal lisaks ka ehitushanke läbiviimise. Ka projekteerimine ja ehitus saavad alguse 2020. aastal ning peaksid lõppema aastaks 2024.

Taristu tänased turvangusüsteemid baseeruvad peamiselt eelmise sajandi keskel kasutusel olnud releetehnoloogial ning need on kasutusele võetud aastatel 1958–1992. Süsteemid on enamjaolt amortiseerunud ning eeldatava elutsükli lõpufaasis. Tehnoloogia ülalpidamiseks vajalike varuosade tootmine on suures osas lõpetatud ning oskuspersonali saadavus tööturul ebapiisav.

Turvangusüsteemide moderniseerimise protsess aitab tõsta tehnosüsteemide toimepidevust, ohutuse- ja turvalisuse taset ning muudab raudtee haldamise ning sellel opereerimise maksimaalselt tõhusaks ja automatiseerituks.

Eesti Raudtee undertakes extensive modernisation of command and control systems

AS Eesti Raudtee signed a contract, with the joint tenderers Proxion Plan Oy and Welando OY, for the preparation of procurement documentation for the modernisation of command and control systems (CCS) and for the subsequent development of the concept of design and building procurements.

Based on the developed documentation, it will be possible to organise a major CCS-procurement and perform the works over a 5-year period. In 2020–2024, the CCS will be upgraded along five sections at nearly 50 stations within the AS Eesti Raudtee infrastructure. The sections awaiting the upgrade are the Tallinn-Tapa, Tapa-Narva, Tapa-Tartu, Tartu-Valga and Valga-Koidula sections. The time schedule provides for the preparation of building procurements in 2019 and 2020 and, additionally in 2020, organisation of the building procurement. Also, design work and construction will start in 2020 and should be completed by 2024.

The current CCS of the infrastructure are mainly based on relay technology used in the middle of the last century, having entered into service during the period 1958–1992. The systems have mostly depreciated and are in the end phase of their expected service life. The production of spare parts required for the maintenance of the technology has mostly been stopped and the availability of skilled personnel on the labour market is insufficient.

The modernisation process of the CCS systems helps to improve the business continuity of the engineering systems, the level of safety and security, and makes the management and operation of the railway more efficient and automated.
